Terracon Promotes Four Florida Leaders

Terracon, a leading national consulting engineering firm, has promoted four associates across its Florida offices. 

Scott Parrish, South Florida Regional Services Manager, Materials

In this role, Parrish will provide regional leadership for construction materials engineering and testing services throughout South Florida, focusing on safety, quality, resource management, staff development, and operational consistency. 

Parrish has steadily advanced through Terracon's leadership ranks, serving as project engineer, department manager, office manager, and now regional service line leader. A longtime member of the Florida Engineering Society (FES), Parrish has been actively involved in supporting the profession since 2004. During his FES service, he served as Mathcounts committee chairman, chapter secretary, treasurer, vice president, two-term chapter president, two-term state director, and Region 6 Director (VP). 

While no longer serving in an official leadership position, he remains an active member of both FES and the American Society of Civil Engineers.

Josh Nolin, Manager of Regional Service Line, Materials

Nolin will lead regional services for materials across North Florida, supporting operational excellence, quality improvement, workforce development, and strategic growth initiatives. 

With more than 14 years of experience in construction materials testing, special inspections, geotechnical laboratory testing, and materials engineering, Nolin has built a reputation for collaborative leadership and technical excellence. Prior to his promotion, he led a multidisciplinary team of 30 professionals and supported numerous public and private sector projects throughout Florida. 

A graduate of Florida State University and the Florida Engineering Leadership Institute (FELI), Josh currently serves as Secretary of the Florida Engineering Society's Central Florida Chapter. He is actively involved in scholarship fundraising, STEM outreach, and programs that encourage future generations to pursue careers in engineering.

Frank Powell, Florida Regional Services Manager, Environmental

In this statewide leadership role, Powell will help align environmental operations across Florida while supporting workforce development, major pursuits, resource sharing, and strategic growth initiatives. 

Powell brings more than 27 years of environmental leadership experience, including significant contributions to environmental restoration, resiliency, conservation, and water resource initiatives throughout the state. His career includes leadership roles supporting Everglades restoration, coastal resiliency programs, conservation land management, environmental permitting, and water quality improvement efforts. He is an active member of the Florida Association of Environmental Professionals, Florida Wildlife Society, and the Florida Chapter of the American Water Resources Association. 

Known for his collaborative leadership style and commitment to mentoring others, Powell will work closely with Terracon leaders across Florida to strengthen environmental services and support continued growth.

Joe Adelman, Operations Manager, Sarasota Office

As Operations Manager, Adelman will lead the Sarasota office while continuing to focus on employee development, operational excellence, and exceptional client service.

Adelman brings more than 29 years of environmental consulting experience and previously served as the office's Environmental Department Manager. Throughout his career, he has been instrumental in developing staff, fostering collaboration among service lines, and expanding client relationships across Florida. 

An active member of the American Council of Engineering Companies (ACEC), Adelman is also engaged in the Florida engineering community through participation in the annual FES Myakka Golf Tournament, an event Terracon proudly sponsors each year.
